(*)   The Logic Behind the Suggested Arrangement --

As the regulatory body for the MISC in the respective district,
6 Municipal and Infrastructure Services Company (MISC),
one for each district
The executive body for infrastructure services in a district,
Billing based services to the consumers,
The assets and liabilities for the facilities will rest with this company and thus the exchequer will be set free from the related debt.
Listing on the capital market for raising the funds needed,



Notes --

All of the above mentioned bodies will be multi-division bodies, as explained below. Each of these bodies should have separate financial statements and separate performance statements, independent of each other, to be submitted to the House, for scrutiny, discussion and approval, either with or without changes. Such arrangement will help doing decentralization of the executive duties and avoid excessive concentration of the power.

This body will be an integrated regulatory body for all types of financial services. To explain further, the RBI, SEBI, IRDA and the MoF and the MCA should be merged together into a single regulatory body like the one I have suggested here.

    Division for Insurance Business
    Division for Taxation Laws
    Division for Accounting Standards
    Division for Financial Escort

My point is that, when the financial services companies are integrating their business in all sectors, it becomes necessary that the regulatory body also need to be re-organized in the same direction.


(*)   National Board of Financial Services Directors of Bhaarat (NBFSDB)

This body will be the governing board for the NFSCB. Its composition should be as follows.

  • One member to be an economist, to be nominated by the House, as the Foreman of the Board
  • Two members to be the Chartered Accountants, for the accounting standards
  • Two members to be the Cost Accountants (for Productivity Improvement)
  • Two members to be the Industrial Engineers (for Productivity Improvement)
  • Two members to be the nominees by the Consumers' Welfare Association of the People
  • Two members to be the nominees by the Household Saving Holders' Welfare Association of the People
  • Two members to be the nominees by the Farmers' Welfare Association of the People
  • Two members to be the nominees by the Labourers' Welfare Association of the People


A governing board having such a diverse composition will be able to serve the citizens better. 



(*)   National Registration Services Bureau of Bhaarat (NRSBB)
 

This body will be the multi-division umbrella for all types of registrations and licences, working on the basis of 'Single Window, Integrated Service' (SWIS) principle.

  • Registration of birth & death,
  • Registration of Aadhaar and PAN,
  • Registration of nationality,
  • Registration of voters in the elections,
  • Registration of marriages,
  • Registration of agreements / contracts,
  • Registration of residential societies,
  • Registration of charitable trusts,
  • Issue of motor vehicle driving licences,
  • Registration of motor vehicle ownership,
  • Registration of land ownership records (7/12 extracts etc.)
  • Incorporation of companies, societies, LLPs, etc.
  • Registration of partnership firms,
  • Registration of newspapers and periodicals,
  • Registration of intellectucal property rights,
  • Registration of FIRs, (as a parallel body to the police),
  • and many other types of registration.



(*)   National Security Services Council of Bhaarat (NSSCB)

        This body will be the umbrella for BSF, CRPF, CISF, CG like bodies, viz. para military forces.

(*)   National Vigilance Commission of Bhaarat (NRSBB)

        This body will be the umbrella for CBI, IB, ED like bodies.




At District Level --

  • Division for Geograpical Planning (Integrated planning for towns and villages) 
  • Division for School Education
  • Division for Vocational Training
  • Division for Healthcare Services
  • Division for Welfare Benefits
  • Division for Loss Prevention and Mitigation


With such a Council for each district, the Regional Development Councils / Corporations will become redundant and can be eliminated.


(*)   Municipal and Infrastructure Services Company (MISC)

  • Division for Electricity Supply
  • Division for Cooking Fuel/Gas Supply
  • Division for Water Supply
  • Division for Drainage and Sanitation
  • Division for Solid Waste Disposal
  • Division for Landline Cable Based Services (telephones, internet etc.)
  • Division for Fire Brigade and Ambulance Services
  • Division for Rescue & Relief Services



Note :--

There will be at least one office of the NRSBB, DCCS, MISC and a Post Office, along with the facility of Postal Payment Bank, in each & every village and town, so as to facilitate the delivery of almost all types of services to the citizens, directly in their village or town, based on the Single Window, Integrated Service mentioned above. It should be in such a manner that the daily commuting over long distance should get minimized.


(*)   District Police Force

I suggest this to be a body independent of the DCCS, and answerable to the District House and not to the Civil Services Executive. This type arrangement will provide autonomy to the police force and help avoid the interference into their working.



Such arrangement will help doing decentralization of the executive duties and avoid excessive concentration of the power.
