Salient Features of Redevelopment

 

  1. Our nation to be treated as the Union of Districts, for implementing the principle of federal arrangement. This will result into decentralization of decision making.
  2. No political parties, all candidates to be independent individuals. So no need of changing the party, no need of anti defection law and no scope for party whip.
  3. No election symbols, only the names of individual contestants to be displayed for voting.
  4. More than two representatives from each constituency, for widening the base of representation.
  5. Equal number of male and female representatives from each constituency, thus ensuring the gender equality.
  6. Guaranteed and equal (balanced) representation to many interest groups, based on various human living aspects and not based on religion or caste.
  7. Separation of legislature, executive and judiciary functions.
  8. Direct election of PM/President (CM/Governor) as the CEO of the civil services arm of the executive. The merger of two positions will eliminate the scope for the conflicts.
  9. No portfolio allocation and no ministership to any elected member of the House of Representatives. So no overlapping of the rolls and thereby avoid the conflict of interests.
  10. All organs of the State to be separate 'body corporate' having separate financial statements, independent of each other.
  11. Separation of policy based services and rules based services of the executive function.
  12. Separation of civil services & police services arms into two independent 'body corporates' of the executive function.
  13. Separation of vigilance function from the executive function.
  14. Appointments for top positions in all main functions to be done by the House and not by the Head of the civil services arm.
  15. Widening the scope for lateral entry of the domain specialists in the policy based services and restricting the IAS to the rules based services.
  16. Only one legislative house for entire nation. The representation to the states to be provided for in a different way (See mid term feedback).
  17. The district level Houses will be of non-legislative type. This will avoid fragmentation of the laws.
  18. Revenue transfer from the national level to be done directly to the district level, as there will be no intermidiate tier of the states.
  19. Revenue allocation to be in proportion of the area of respective districts as % of total area of nation. The primary and secondary formule for revenue allocation to all districts.
  20. District Houses to decide upon and monitor the utilization of funds in respective districts. (The federal arrangement.)
  21. All district level elections to be held after the same period and at the same time (i.e. in the same month & year).
  22. Provision of transferring the mid-term feedback from the district Houses to the national House, immediately after the district level elections.
  23. Nullification of all political dynasties.
  24. The name of our nation to be restored to Bhaarat (भारत), (not Bharat, भरत) and the citizens to be referred to as Bhaarateey, भारतीय.

National Logistics Policy

One of the appreciable developments in the recent period is the publication of National Logistics Policy or NLP in short form. It was published / declared on 17th September 2022. A concept of Global Logistics Hub also is introduced in that policy. With this remarkable one forward step, India needs one more policy as National Manufacturing Policy (NMP). Without this policy, the logistics policy is more likely to result into transportation and distribution of imported goods into India. The transportation infrastructure should be utilized more for promoting the exports of Made in India goods. I hope that the said NMP also will be formulated and declared in near future. .
