Why Do We Need Redevelopment ?

The Worrying Trend :--

  • The unprecedented disruptions and bitterness in the House last week show structural deficiencies.
  • Data shows that over the past 15 years, the number of bills being passed in Parliament with little or no debate has grown, coinciding with a slide in the number of laws being referred to parliamentary committees or panels. This means that the two main functions of Parliament — scrutiny and debate — are under increasing stress.
  • It is because of this raft of successive changes that the balance of legislative power now leans in favour of political parties, and not law makers or state interests, and therefore, there is little to distinguish between the nature of the two chambers.
  • It seems that the country is fast approaching a new and troubling phase in its parliamentary function.

My View --

These are not the one-off type circumstances. This is like a trend over past many years, spreaded over the tenures of the UPA and the NDA, both. All these are the early symptoms of deterioration and indicate that the corrective steps are needed with reference to the structure or the set-up of Our Democracy.

Doing the Redevelopment or the Upgradation of Our Democracy, by whatever name you wish to refer to it, is the right way of responding to such troubles or the anticipated needs.
